http://www.sec.gov/consumer/plaine.htm#A24

is something called "A Plain English Handbook: How to Create
Clear SEC Disclosure Documents." (Whoops, just found a newer
version at http://www.sec.gov/news/handbook.htm )

Chapter 6, The Principles of Plain English, includes sections
called "Use the active voice with strong verbs" and "Try personal
pronouns."

And here's the National Performance Review's "Welcome to the
World of Reinventing Regulations":
http://www.blm.gov/nhp/main/regtest/index.html

I didn't have time to search the site, but you might find
something there.

Good luck with your boss, Meg.
