I thought .ico files were bitmap files...

I know for example that if I want my own *special* icon, basically I create
something in a drawing/art package, export it as a .bmp, then just change
the file extension to .ico...

Can't you just change the file extension to .bmp and then open that up in
paint?

Sounds too simple to be true, but it's worth a go...
