Sure. Render the document as strongly structured, to the point where you
know *in advance* where each page/topic break will be, and where the links
will go. Then you write in <fill in tool here>, get it translated, and only
then output to a help format. That way, you use the style tags as structural
aids, and the actual words don't matter, and neither does the help tool or
the help format.
