That link will be a good start on ASP.
However, I'm looking for a tool that would search through thousands of lines
of code to extract the comments, functions, stored procedures, includes,
calls to other pages, etc.
I've heard of such a tool for other programming languages.
Is there such a thing for ASP?
Or would I have to create it?

Don't know of any tools per se, but the method I would recommend is to
imitate Microsoft's ASP documentation and examples. Supposedly the MSDN
library is now open to the general public, so try this link:
http://msdn.microsoft.com/isapi/msdnlib.idc?theURL=/library/tools/aspdoc/iiw
awelc.htm
