article, which is a rather unique approach to managing health insurance,
under certain conditions.

For 5 years, Attorney Michael Charmin and some like minded people have been
publishing SAMARITAN MINISTRIES CHRISTIAN HEALTHCARE NEWSLETTER. Seeing
their own parishioners struggling with medical and insurance problems, Mr.
Charmin helped develop a workable alternative to health insurance. Because
no money is handled by the program, it has won legal challenges in 22 states
from the need to be regulated like an insurance company.

This plan costs $50.00 per month for a single person, $125.00 for a single
mother with children, and $150.00 per month for a family. There is currently
4,700 families enrolled in what Charmin calls, "Christian direct shared
health care." A once per year cost of $120.00 is to receive the newsletter.

When medical bills are incurred by an enrollee of the newsletter, that
patient sends the bills to the newsletter office. They are reviewed for
accuracy, then the patient's name, address, and amount of the medical bills
are published in enough newsletters sent to other enrollees to cover the
medical costs of the patient. The amount each enrollee is to pay per month
is then sent directly to the patient. One patient took a stack of checks to
pay for her cancer operation and told the clinic, "Look how the Lord
provided for me!" Most healthcare providers are happy to reduce their bills.
It effectively ends all billing and collection costs for the providers and
never having to deal with an insurance company.

In the 5 years of this plan, they have encountered no fraud by members and
all bills have been paid. The group "shares" approximately $500,000.00 per
month. They have found a good deal of medical billing errors. There are no
exclusions for pre-existing illness.

This particular group is comprised of Christians and they have their
guidelines: Church attendance at least 3 or 4 times per mont; single or
living within the Biblical model of marriage; no smokers or alcohol abuse:
no abortions of a living fetus. The plan, of course, could be adapted to
accommodate any group of people. Smokers, for example, could produce their
own newsletter and perhaps pay a larger monthly fee.

This concept originated with the Amish in the 1960's. For the self employed,
this plan and the newsletter can be deducted as a health care expense and it
is non denominational. Mr. Charmin noted that Maryland and Wisconsin gave
them some real hurdles to get over, but they won in court in both of those
states. Some regulators just file the plan away and never bother them.
