I believe what is critical about a "readme" file is that users can read it,
but you can't edit it (at least not without copying and pasting it into
another document). Thus, it should be saved in a "read only" text format.

One simple read-only text file in a format compatible with your end users
should be all you need.

I've written them in HTML, but never in Word format. The critical point is
that ALL your customers must be able to read it without presuming any
particular software. For NT, that's probably Notepad as you suggest.
