List them in order of importance to the user--which are they likely to use
most often? Which are mission-critical?. You can always cross-reference
alphabetically, or otherwise. And if they aren't in order of importance on
the page in the app, gently suggest to the developer(s) that perhaps they
should be.

application. On one page, there are several links
(actions). What would be more appropriate: List the
links in the order they appear on the page, or sort
them alphabetically?
