It depends. Frame + SGML users can open standard Frame files, but Frame
users can't open structured Frame + SGML files without losing the structure.
If the idea is to have some users create SGML and others create
nonstructured docs, then this might be okay. If your writers will be
producing structured and nonstructured content, Frame + SGML can do both.
