I think in UI design terms, this is called a Bang. The user expects a top-level menu name to open a menu not a dialog box. This unexpected activity can confuse users. See if you can get the designers to change it by either including this item on another menu or on a button, as someone else suggested. The documentation cannot be expected to make up for poor design.
