WWP SE is not a dud, it's an export filter for HTML and XML. If you need to
create online help, then WWP SE is the wrong tool.

FrameMaker 6 pretty much handles PDF the same way 5.5 did: yes, it can
effectively generate stand-alone online docs as PDFs.
