My impression is that it was a freelance consultant on a finite
project (regardless of the length of time) with specific
deliverables.

Besides...it's not that cut a dry. Submit the first items, invoice,
then progress on to the next phase. if the client develops a poor
payment habit from the start, you know something valuable.

Besides2 I submitted that example as an answer to a specific
question..."can I give an example of staged deliverables". The answer
was against that question...nothing else.
