I've also been in this situation. Working with small runs ( < 500 ) can be a
challenge. Having the company that's burning the CD's make the jewel case
inserts is a good choice. Frequently they will include the design and
printing in a "package price" that they can quote. There's a significant
cost savings over four-color, and the quality is usually at least
acceptable. Most people won't notice the difference.
If you're mailing these and you're worried about the jewel cases being
damaged, or want to save money, another possibility is to use CD
envelopes/sleeves. If your CDs are color printed, the imprint will show
through the clear window in the sleeve. These are extremely cheap, and come
in various colors to compliment the image on the CD.
