For virtually universal accessibility, you want HTML or PDF.

For printability, you want PDF.

For single-source print and hypertext, you want PDF.

The disadvantage of PDF is that you need Acrobat Reader to view it.

FrameMaker writes PDF easily, but it costs hundreds of dollars and the source files are less accessible to most people outside your doc group.

It's not *quite* as easy to create PDF from Word, but it's quite possible; and Word is already on nearly everyone's machine, making contributions and reviews much simpler.

*** We chose Word.
