Best authoring tool I know of for large sites is Resolution by NCompass
Labs. For large sites you need a database back end and dynamic content
creation, and Resolution provides this plus editorial control, site
templates, many features for high-end site creation.
If you're creating a site with 500 pages created by 400 authors, with
content that changes hourly, including scheduled pages that are
time-sensitive, the low-end tools like Dreamweaver and FrontPage just can't
cut it. What happens is a Webmeister bottleneck, with people just walking
around the Webmeister and posting pages randomly - the site winds up a big
mess.

You're right about FP being for small sites...if you consider a 450
page intranet site using frames and extensive javascript for
accessing a LARGE Documentum and Oracle backend...as was one of my
sites at my last contracts.
