Hi there. I figured this questio would be answered by
now (perhaps it was answered off-list?), but here's my
$0.02...

You may want to look into FrameMaker+SGML and WebWorks
Publisher Professional Edition. Frame+SGML will help
you build the foundation for your docs, and you can
convert the SGML to XML (more efficiently) with WWP
Pro.

Check out www.adobe.com and www.webworks.com for more
info.

(In hindsight, I wish I had bought Frame+SGML rather
than plain ol' Frame...)
