What you say is true, but I think that the branding of tech writing
took place in the early 90s. That is, in addition to the degree
programs, the profession started to be recognized about then in a
way that it hadn't been before.
I'd make a comparison to the fantasy genre: people have written
fantasy for centuries, but fantasy was seen as a separate market
from science fiction on the one hand and mainstream writing on the
other hand until about 1980.
