I think he is, because (ahem, if i really remember college that well)
0.00123456 could be represented as 1.23456 x(10 to the -3rd power) retaining
six significant digits.
Also consider the number 2.5 x(10 to the -64th power) still has only two
signifacant digits, but 63 zeros to the right of the decimal.
