Australians are absolutely dumbfounded that the election of the president,
senators, and congress persons is fragmented out to every tiny tinpot
county government. Here all federal and state elections are run by the
Australian Electoral Commission. At the moment all ballots on paper using
checkboxes against candidates' names. In our senate you can choose to
either mark votes for candidates individually or for the entire slate of a
particular party.
The Electoral Commission almost pays for itself because it conducts voter
education and is frequently called into manage voting in local union
elections, company board elections, and other situations. So it's
expertise and resources (such as re-usable voting booths) etcetera get
considerable use BETWEEN government elections. And because the core staff
and the temporary staff are not themselves allowed to vote, the Commission
is perceived as an honest broker.
