Writing "this or that or both" in place of the clumsy "and/or" is
recommended by many style guides for situations with three distinct options,
this one, that one, and this and that together. For example, you can choose
bold or italics or both.
In the sentence you put forward, there are only two options, telecommuting
and working at home, and the PC Program is not intended for either. The
correct choice in this case is "or."
