Do you mean the output format or the form they are wriiten and stored in?

The latter uses a package of macros for the Unix nroff text formatter. I suspect
converting to it automatically would be difficult.

For examples, look under /usr/man/man[1-8] on any Unix box. If you find .z or .gz
files, they are compressed. Use compress or gunzip to unpack them. I think details
of the format used are in the man page for the mm macros. If not, look for
cross-references to wherever they are from the nroff or groff man pages.

The DocBook SGML and XML DTDs include everything you need to produce man pages
from SGML or XML source. See www.docbook.org Either the Linux Documentation
Project (www.linuxdoc.org) or the Open Source Writers' Group (www.oswg.org)
would be good places to look for tools to get from there to output.
