I could use some help determining which applications/methods/tools
are the best for converting different formats into HTML (formats:
word,
excel, plain text, pictures, etc...)

Probably the most versatile, with the most bells and whistles, is HTML
Transit. (http://www.infoaccess.com). It uses templates, so there is some
learning and time spent in the beginning, learning to create the template
and getting it just the way you want it, but once you have your template,
conversion is very simple. It converts graphics to gifs and creates TOCs and
Indexes. However, their price is now $5000. This is a showstopper for many
places.
