I'd say it depends...
General rules for what I do (software documentation): under 10 pages -
no TOC, 10 to 30 pages - it depends, and over 30, TOC.
Depending on the complexity of the subject, purpose of the document,
target audience, I could see feeling that a TOC was necessary for an
8-page document, or unnecessary for a 40-page.

How short is so short that a TOC is not needed? I can
pretty well use my judgment, but wondered if there was
some rule of thumb that anyone knew about.
