I would add another point. Because procedures are ways to carry out policy,
a procedure should be traceable to its policy; to keep the procedures from
being used for purposes not intended, each policy should have an intent
statement that is reflected in the related procedures.

A well-written procedure:
* Is clear
* Is short
* Has a title
* Clearly defines the task at hand
* Clearly states the outcome
* Is numbered
* Lists one action per step
* Uses parallelism
* Uses five to seven steps
* Uses the active voice
* Uses graphics where appropriate
* Has a conclusion

Are these features a useful guideline? If anyone would care to comment, I'll
