Yes. In a perfect world, editors would also have strong command over content
issues. However, I don't think it is a requirement to be a capable editor.
Editing is a good way to learn about the topic and how to write. This is why
editing positions are a great place for tech writers to begin their careers. I
began my life as an editor. However, at some point I wanted to move on from
editing other people's work to generating my own.
My main point was that the act of editing and the act of writing are not
synonymous. Editors have a much different set of responsibilities than writers.
I think a lot of places mash the two jobs together, when in fact they are quite
distinct.
