I heartily second that. I spent a couple of years writing for the Postal
Service, and in the last several months before I left, I did some work
making some of their HR intranet pages accessible to people with
disabilities. Or trying to. The depressing thing was, half of the stuff I
did was completely ignored by JAWS for Windows, which was the screen reader
software USPS was considering. (To the best of my knowlege, they later
chose it as their standard screen reader for USPS employees.) The version
of JAWS I used for testing failed to read title attributes, definitions of
abbreviations and acronyms, even ALT text (!).

We adhered to the W3C recommendations nevertheless, in the hope that some
future version might take advantage of those things.

"Click here" was the least of our problems...
