Sorry, but I've seen far more time wasted by developers over issues of
programming style conflicts, techniques that flat out don't work, personal
preferences, etc., than tech writers. While Elna's comments are sensible,
and real, the amount of time and money lost by developers is orders of
magnitude beyond what recalcitrant tech writers cost organizations. Dozens
of books have been written on this subject, going back several decades, and
anyone who doesn't know that is living in their own dream world.
I imagine that same CTO would say the same things about QA and testing - all
they want to do is fiddle with "minor" details, like bugs. If an
organization believes in, respects, and wants good documentation they won't
let it go till the last minute. What the original poster described was just
that, documentation that has been left till the end and now needs to be
"thrown together" to get something out the door. That's exactly what they
will end up with.
