I've worked in two telecommunications jobs. The understanding of the
industry I gained in the first job did not help at all in the second job -
except that I believed, the second time, that I *could* do it. My second day
on the second job, I sat through a meeting during which I understood one
word in ten. Telecoms is a BIG industry - and a lot of firms have very, very
specialised requirements. My best advice to your friend would be to make it
quite clear how basic his current understanding is - but also that he knows
how to learn, which is usually best done at the company where he'll be
working, focussing on the product(s) he's working with. This is NOT an area
where it pays to bluff the interviewer with terminology, planning to mug up
fast when you get the job.
