At the point where she could meet with the boss and say "I've got an
offer elsewhere, and they'll make me a senior writer," and negotiate that
into a promotion.
Seriously. Each big company has its own criteria, often lifted or based
on another company's criteria, for what constitutes each grade of
technical writer. Each small company usually says "what do you want your
title to be?" or assigns one based roughly on where you fall in the
pecking order.
A title, and the pay that goes with it, is mainly up to what you can
negotiate.
