There's no software yet available that can do really good translations other
than as an aid to a skilled human translator who is expert in the
destination language. Based on your description, what you should be looking
for is something called "translation memory" software. Once you're "trained"
it (i.e., input a list of common phrases and their human-approved
equivalents in the destination language), this type of software can
automatically translate much of a document for you, and can serve as the
equivalent of a "phrase dictionary" for a human translator. What it still
can't do is smooth the transition between two stock phrases; that still
takes human smarts. Have a look in the techwr-l archives under "translation
memory" and you'll find references to the most common systems on the market
today.
