Kim Washington wants a definition of a reference manual.

You'll probably get a wide variety of definitions, but my understanding is
that a reference manual describes how the software looks. It takes you
through the screens in some kind of order and provides definitions of the
fields on the screens. It does not include procedures. It's for people who
want to know what a field does rather than how to use the software.
