I would go with "affect."

Synonyms for "affect" are "to have an effect on,
influence, involve, shape,change, etc."

Synonyms for "effect" are result, achieve, cause,
produce."

How will it be changed? Will there be an "increase"
or "decrease" in the block utilization percentage?
