Doug,

I would turn it around into a more positive statement ("restrict" sounds
negative).

My suggestion is as follows (similar to what jeanne a. e. devoto suggested):
"Only authorized users are able to access reports."

More elaborate and more stern:
"The reports feature implements one of the security attributes of
the xxx program. Only authorized users are permitted to access reports."

Here's a kind of interesting one:

Do you "restrict access of reports to authorized users," or do you "restrict
access of reports to unauthorized users"?

Or does it even make a difference? I can make an argument for it being
correct either way. It probably comes down to "restrict to" versus
"restrict from."

Help?
