It's not the intended purpose, but you can use HTML Indexer's
"sort as" feature to force headings to sort in the order you want.

You can get a hierarchical TOC, or just leave all the entries at
a single level. You can use a style sheet with class definitions
to get the levels formatted exactly as you want them.

See the Tips and Techniques article on our web site for a brief
description of how to build a TOC with HTML Indexer.

Then, just add the resulting HTML file to your tutorial any way
you want. (If you use a separate window or navigation frame,
you'll need to edit the final output to add the TARGET attribute.
See the Tips and Techniques article for details.)

Heck, you could even use the free demo to create it. You probably
won't be investing much energy in changing the default entries or
adding additional entries, so there's really not much to lose.
