We have to do these plans too. Usually it involves what
training/professional development activities that given an unlimited budget
we'd like to take. Of course, in the real world, there's $$ limitations, but
it lets my manager know where I perceive gaps and what I'd like to do to
fill them.

PD is seen as a shared responsibility here. I determine what I think I need,
manager looks at budget and determines we can't afford it, we settle
somewhere in the middle. So far I haven't been able to attend a conference
outside of the country,
but I keep trying :)
