Caitlin Gannon writes about poor experiences with trying to use Word's
"track changes" feature to track the changes made by non-writers.

To me, it sounds like maybe one of your writers turned off "track changes"
in the document. I see two ways to handle this:

(1) You keep a copy of the Word document and then use the "Compare
Documents" command to compare this with the version you get back to generate
a new version of the document with changes tracked.

(2) You use Word's Version Control (available in Word 2000 and up from the
File menu) to save a "base" version of the document before you send it out,
and set up to automatically save a new version each time the document is
saved. This will lead to many more versions than you need, but may help you
back out of the last changes, if they were inappropriate (e.g., generating a
new TOC). When you get the document back, you just open the earlier version
that you want to compare with the new (saving the old version as another
file) and use "Compare Documents" to compare them, as in #1.

Of course, if you use #2, people working on documents can turn off automatic
version saving and previous versions.
