Peter Kleczka asked:

"Does anyone know of a program that can open
(GIF, JPG, BMP, etc) and save it as a WMF or
EMF (Windows Meta Format) file?"

Have a look at IrfanView (http://www.irfanview.com/english.htm) freeware.
It does screen captures and lets you manipulate and save graphics in
various ways including to EMF.
