My (partial) Answers follow the questions that were in the original post.

How do you follow-up with your staff to ensure that they're completing the
work assigned?

Answer: Make follow-up a regularly scheduled event. My boss has a weekly
status meeting with each of her reports. She refers to the agreed upon goals
and asks if there are any resources we need but don't have. We tell her
what's working and where we're stuck. It's not an interruption and not
threatening and everybody knows its coming.

How do you deal with people who are constantly grumpy and generally have a
bad disposition?

Answers:
1. I ignore their dispositions and complaints. Of course, at some point the
disposition and complaint has a negative impact on their performance, which
makes it a performance issue.
2. Focus on the tasks to be done.

How would you go about teaching/training a new technical writer? Or is it
something that they must pick up on there own?

Answer: I remember several threads on TECHWR-L covering this question.
Should be good stuff in the archives.
