The easiest way is to write a SHORT proposal of your course objectives, the
text book(s) you recommend and a synopsis of your syllabus. Take them, and a
resume, to the Continuing Education Coordinator at your local CC. Most of
these folks are eagerly looking for new classes for their night class
schedule. They'll list your course in next semester's bulletin and advertise
it in other media. If more than the school's minimum number enroll and pay
for the course, you've got your first teaching gig. If you get good evals by
your students, you get to do it again next semester :)

At least, that's how it worked for me.

You'll need to get going on this now if you want to start your class in the
fall semester. Schools are staffed with government bureaucrats, after all,
and we know that "glacial" is their top speed.
