I think that Microsoft was reluctant to lose face.  Now that they
have something that they can call a new operating system, they get
to say (see http://www.officeclippy.com ) something like "Previously
it was a necessary evil, but now you don't need it because we make
everything so intuitive."

They are also trying to hustle Clippy into the niche of a folk
hero.  Maybe somebody read McLuhan's remark to the effect that
when tools become obsolete, they start being viewed as art.
