Other groups that have implemented certification programs early in their
existence:

Institute of Internal Auditors www.theiia.org
- CIA - Certified Internal Auditor

Information Systems Audit and Control Association
<http://www.isaca.org/isacafx.htm>
- CISA - Certified Information Systems Auditor

Association of Certified Fraud Examiners www.acfe.org/
None of these groups could claim and enforce sole responsibility in their
field at the time they began offering the voluntary certification programs
or even today. In fact the IIA and ISACA are in many way competing
organizations.
Also, the medical field has many different types of certification, most
importantly they are state sanctioned licensing requirements that are very
different from a voluntary program.
If STC or any other group wants to offer voluntary certification then they
should. The value of the certification will be determined by the market.
