I've got to chime in here about my experience with ex-military government contractors. When the local Lockheed plant shut down its offices here in town back in 1995-1996, that sent a lot of "documentation specialists" with beaucoup years of government military experience out into the work force. My boss at the company I worked for at the time wanted to bring in his buddies (he was ex-Lockheed) for interviews. After looking over the resumes, I mentioned that there's not even a remote chance we'd hire any of them, but he wanted me to go through with it anyway.

We scheduled interviews and asked them (3 candidates) to in bring samples. Well, their samples consisted of DOS-based publishing programs with Courier type faces; lots of exploded CAD drawings, and 3-ring binders. None of them had ever worked in Windows or Unix, none had ever used the Web, and most of their samples were specs, written to pre-defined requirements.

These were likeable guys and I felt bad that we brought them in on a false sense of hope, but we just couldn't justify hiring them (I did stay in touch with one of the candidates and managed to steer him to some contract tech writing work--he was the one guy that had people skills).
