Speaking only for myself, yes, they're the same thing. Initial caps
is the term that's been used by printers, typesetters, proofreaders
and editors since shortly after the earth cooled. I suspect that
title caps was introduced, probably by Microsoft, as an alternative to
the arcane printer's commands.

(Which reminds me of an old computer game... You are in a maze of
twisty little DOS commands, all alike... <g>)
