Is anyone successfully
using FrameMaker to produce online context-sensitive help?

Yep.

Our current
online help is created in RoboHelp, and is a WinHelp output. WebWorks is
mentioned a lot in the archives, and people seem to like it for creating
help. Does anyone use WebWorks to produce context-sensitive help?

Yep. If you need to produce print and online help, Frame and WebWorks Publisher (WWP) can get you there. Keep in mind that the process requires some planning. Just moving to that tool set won't get you all the way there.

Some of our manuals have been translated into foreign languages such as
Hebrew, French, and Spanish. There are plans to continue doing this. Will
the translated text import correctly into FrameMaker?

Frame and WWP will work for French and Spanish (as well as other European languages and Asian char sets). Frame doesn't support bidirectional text flow, so it won't work for Hebrew.

Along those same lines, we will need a way for the translators to see where
changes have been made and be able to translate just those changes instead
of translating everything over again. Has anyone used FrameMaker with such a
translation memory package? If so, has it worked out well for you?

TRADOS S-Tagger can convert Frame MIF files to RTF for use in TRADOS Workbench. DejaVu, another TM tool, can handle MIF files natively (sorry, Andy).
