You can use most HTML editors, such as Super Note Tab or HomeSite, to open a
.php file (if your file is an actual .php file). PHP scripting is embedded
in HTML and is enclosed in <?php> tags.

However, I think that probably you have a Microsoft proprietary file. The
file was either created with a different version of Publisher than you have,
or it was created with an MS OEM product, such as MS Greeting.
