Strictly speaking, no, there aren't master pages at all in Word.

BUT...

You can fake it pretty effectively by setting different right and left
pages in the page setup (Margins tab?), then editing the headers and
footers as desired. The important trick here is that, *when you're
editing a header or footer* (as opposed to the body area of the
document), you can insert pretty much any kind of object you want
*anywhere on the page* -- so you could put a text block halfway down the
page, smack dab in the middle if desired, and it stays as a part of
whichever header or footer you're editing. That technique has come in
handy when I've wanted a vertical rule down one side of left-hand pages
and mirrored down the other side of right-hand pages.
