Assuming this is a serious inquiry...

There is no difference. One company's user's guide is another's user's manual. In the microprocessor world, what are called "user guides" or "user manuals" are anything but. A better term would be "user configuration manuals" or something similar because they contain information primarily on how a device works, sprinkled with information how registers are programmed.

Microprocessor programming instructions are usually found in something called a "Programmer's Reference Manual" and again, most of the information is in table format...very little procedural information.
