TOC Not appearing

We are using Robohelp Classic 9.1, NT Server, Office 2000 to create Winhelp
2000. Clients are running Windows 98 or NT.

We were receiving 136 Errors and discovered that we needed to move the help
to an NT Server because we had it on a Windows server and some of the
clients were running NT. That solved that problem.

Two weeks later the TOC's disappeared from the help files when accessed
through our application. On some machines, the TOC tab appears but the page
is blank. On other machines, the TOC tab does not even appear.

In addition, sometimes the Index works and sometimes it does not. When I
type in a topic name that I KNOW is contained in the help file, the Topic
name displays in the Index, but when you click on it, it does not take you
to the topic. These problems appear on both Windows and NT machines.

The RoboEx32.dll is in the system directory.
