Yes and no. On the current project, I have had some input into the
stylesheets, though most of the ideas and development work came from
others with a bit more expertise in this area.

When I was contracted for this project, they were looking for someone
who could crank out text. The fact that I am comfortable working with
styles and style sheets was an added bonus.

In the projects I've worked on recently, I've been given copies of the
templates and instructions on how to use them.

I then write my text.

Screen shots have been up to me.

My stuff then gets turned over to someone else, who does the final
polishing.

I'm not sure if that helps.
