previous doc releases the printers have put b&w pages through one machine

those pages with 'real' colour images through another. However this has
caused a variety of problems with collation etc so we are keen to avoid this

Before you produce the PDF, make sure you convert all images that should
print in greyscale into a greyscale format; the only way you can get color
output is if color data remains in the image file. You mentioned that you
have Paint Shop Pro, so you need to set the image format to 256 greys in
that software; I don't use the software, so I can't tell you where that
particular setting is hidden. You'll continue getting color for any images
that remain in a color format and misread the settings, and that's easy
enough to do; after all, if you don't see anything but black and white in
the image, it's easy to assume that the conversion was correct.
