Developing a procedure requires discovery, if not enlightenment.
Enlightenment should occur for one truly discovering a process in order to
describe it procedurally. Even with a bad process one should, to some
extent, be enlightened of its relative worth.

Writers wouldn't (or shouldn't) normally be inventing a system. Writers
would be documenting the system as it exists or is defined.
